Irvine residents are deeply concerned about the upcoming residential development deals at Great Park. Below are some of the issues voiced by our residents. Our City and residents deserve better than what is being offered and we should ask our representatives to fight for more benefits to our community.

Dear City Council,
I am adding my voice to the growing number of Irvine residents who share the concerns outlined below. I fully align with these points and ask that they be addressed before any vote is taken on the proposed agreement with Heritage Fields.
The current proposal is unnecessarily complex and introduces major land-use changes without the transparent, community-driven process Irvine residents expect. At this time, I urge the Council to consider only the essential components of the deal and separate all other elements for future discussion.
Specifically, residents deserve clarity and deliberation on:
* The re-zoning, new entitlement, and land swap and whether they are in the City’s best interest and whether the City is receiving fair value.
* Immediate use of the $5 million in CFD funds, paid by Great Park Neighborhoods homeowners, for already-approved Phase I projects, the primary one being the main library.
* Future application of up to $10 million in developer-provided funding.
The proposal now folds in new features such as housing, retail, a services center, and a columbarium; none of which have undergone Irvine’s established vetting process. Historically, any addition to the Great Park Framework Plan supported by GPN entitlements or CFD funds has required:
* Robust, extended community engagement, outreach, and resident task-force consultation.
* Preliminary planning on land use, scope, financing, and alignment with the Great Park vision.
* A full staff review and public presentation.
* A vote by the Great Park Board to include the element.
* A formal Council vote to adopt it into the Framework Plan.
The main library is the model example of how this should work: years of surveys, extensive community engagement, consultant-led outreach, and clear planning. It was vetted, supported, and moved into Phase I only after proper process and formal adoption by Council.
By contrast, the new elements included in this deal have been introduced with just one week of notice, without community engagement, staff analysis, or proper review. The proposal also suggests allocating new funds to these unvetted elements ahead of approved Phase I priorities.
For these reasons, I respectfully request that you vote no on the deal as currently structured, or move forward only with the components that have been fully vetted and already committed.
If a ballot measure is deemed necessary (which is unclear for a City-owned facility such as a library), I ask that you consider placing only the main library on the ballot at this time. The library is vetted, broadly supported, urgently needed for current and future residents, and would unquestionably pass. As Irvine continues planning for significant affordable housing expansion, accessible public resources like a library are even more critical.
Other elements can and should be discussed through an open, transparent, resident-informed process over time.

Let’s encourage the City to build sustainably. Community resources, such as a new main library has been in the Framework Plan for Great Park from the beginning. It’s time to find a way to make it a reality.

December 9, 5:30 PM at City Hall - City Council Meeting
What's happened so far?
Sept 15: Townhall at Beacon Clubhouse with Councilmembers William Go and Melinda Lui, The Great Park Director Luis Estevez, and City Librarian Julie Zeoli. 70+ GP residents showed up to ask them questions about the plan for the GP Library.
Oct 14: City Council Meeting: City Librarian presented the Feasibility Study conducted over the summer. 11 members of the public, including 6 from the Great Park Neighborhood spoke about the importance and the urgent need for a Main Library in the Great Park
Oct 15: IrvineMainLibraryFOL.org website went LIVE!
Oct 28: City Council Meeting: City Council voted 7-0 to adopt a resolution to formally incorporate and expeditiously build a central or main library branch in the Northern sector of the Great Park Framework Plan and explore funding options outside of those already allocated in Phase 1. This is a major first step in the right direction! Now, let’s continue to build on this momentum and make the library a reality.
Nov 6: Planning Commission reviewed the proposal for 1,814 new home. Many residents spoke during the meeting and many more had sent in emails to the commission and the City Council.
(1) Planning Commission heard everyone’s concerns and recommended school board consultation and more community benefits for residents,
(2) school board has heard complaints and has said they are working to increase resources at all the schools,
(3) new development will be zoned for Woodbridge high school, limiting impact to existing schools,
(4) City Council and City is highly aware of resident pushback, and
(5) 5P said they are discussing community benefits in real time.
Negotiations are ongoing with the developer and City Council is involved in closed door sessions. The City is currently advancing funds to start planning for the main library.
We sent a letter to the IUSD Board (and copied City Council) asking them to address resident concerns on re-zoning, overcrowding, school sizes, and lack of resources. Will post when we get a response.
For now, the goal is to get to a better agreement and resolve concerns around the schools.
Nov 20, 2025: Five Point will commit $15 million for a Main Library at Great Park. This money should be used for “architectural design, environmental study, and future fundraising outreach efforts”.
Dec 9, 2025: City Council Meeting: will review and vote on the proposal for 1,814 new home.
